Voi calls for London-wide licensing framework for shared micromobility
Voi has called for London to introduce a pan-city licensing framework for shared micromobility, replacing the current borough-by-borough approach.
Over the past year, the company has secured contracts in the City of London, Ealing, Kensington and Chelsea, Barking and Dagenham, Hounslow, Southwark and Westminster. However, it stated that the borough-by-borough approach is “limiting the pace at which the sector can expand and invest”.
The company added that the current system creates “complexity and uncertainty”, as operators need to navigate multiple procurement processes and different operating requirements across neighbouring councils.
“London is one city. Riders aren’t thinking about borough boundaries when they are cycling, but the system still does. Operators are navigating a patchwork of contracts, while riders are left navigating a patchwork of rules about where they can and can’t cycle,” said Christina Moe Gjerde, Vice President Northern Europe at Voi.
The company urged the London government to adopt a single London-wide licensing framework, providing greater consistency for riders, councils and operators. It warned that if policy continues to lag behind demand, London risks “missing out on further investment and the wider economic, environmental and public health benefits that shared micromobility can deliver”.
“TfL has an opportunity to make the most of devolution and create a single, city-wide framework for shared micromobility. This will ultimately deliver a better experience for riders and non-riders,” said Gjerde.
Voi launched in London in spring 2025, recording significant growth across the capital, with monthly eBike and eScooter journeys increasing from 10,209 in May 2025 to 579,331 in July 2026.
Monthly active riders have risen from 3,602 to more than 102,120 over the same period, while more than 43,400 people used the service for the first time in July alone.
In addition to operating in several boroughs across the capital, the company has also opened a new warehouse in Kentish Town.
In Q2 2026, the company recorded its strongest quarter to date, with revenue increasing 47% year-on-year to €69 million, 43 million rides completed across its network and record profitability. The quarter also saw Voi deploy more than 50,000 new e-bikes and e-scooters across its European markets, representing its largest fleet expansion to date.
