EU officially stamps anti-dumping duties on China’s e-bikes

Following months of investigation, the European Commission has now confirmed it will impose anti-dumping duties on e-bikes originating in China.

The move is likely to please the European Bicycle Manufacturer’s Association (EBMA), which initiated the investigation in 2017, and frustrate the Light Electric Vehicle Association (LEVA) which unsuccessfully argued that the Commission hadn’t established injury to EU producers. The move had been looking increasingly likely as the investigation progressed.

The Commission has imposed the level of anti-dumping duty according to the major suppliers:

  • Bodo Vehicle Group Co., Ltd. (Bodo) – 58.3%
  • Giant Electric Vehicle (Kunshan) Co., Ltd. (Giant) – 20.7%
  • Jinhua Vision Industry Co., Ltd. and Yongkang Hulong Electric Vehicle Co., Ltd. (Jinhua Vision Group) – 10.3%
  • Suzhou Rununion Motivity Co., Ltd. (Rununion Group) – 62.1%
  • Yadea Technology Group Co., Ltd. (Yadea Group) – 37.4%
  • Other co-operating companies in the anti-dumping investigation – 24.2%
  • Other co-operating companies in the anti-dumping investigation, subject to the parallel countervailing duty rate for all other companies Implementing regulation (EU) 2019/72
  • Non-co-operating companies in the anti-dumping investigation, but co-operating in the parallel anti-subsidy investigation – 70.1%
  • All other companies – 62.1%

Retroactive duties will not be sought after the request for them was withdrawn.

In addition, anti-subsidy duties will be imposed on China’s e-bike exporters, as follows:

  • Bodo Vehicle Group Co., Ltd. (Bodo) – 15.1%
  • Giant Electric Vehicle (Kunshan) Co., Ltd. (Giant) – 3.9%
  • Jinhua Vision Industry Co., Ltd. and Yongkang Hulong Electric Vehicle Co., Ltd. (Jinhua Vision Group) – 8.5%
  • Suzhou Rununion Motivity Co., Ltd. (Rununion Group) – 17.2%
  • Yadea Technology Group Co., Ltd. (Yadea Group) – 10.7%
  • Other co-operating companies – 9.2%
  • Non-co-operating companies in the anti-subsidy investigation, but co-operating in the parallel anti-dumping investigation – 17.2%
  • All other companies – 17.2%
